mid-February 2016 Duties and Responsibilities

Under the supervision of the Kewalo Marine Lab (KML) Director, plan, manage & administer the physical-plant operations & maintenance.
Responsible for the maintenance and repair of the laboratory building, equipment, facilities, and grounds
Responsible for writing specifications for major building and facilities upgrades for regulatory, and/or bid submittals
Responsible for building and facilities modifications to accommodate new research techniques. Ensures modifications comply with regulatory mandates: ie. building, trade, and safety codes.
Responsible for obtaining permits from regulatory agencies: EPA, OSHA, NDPES, Clean Water Branch of the Hawaii Department of Health, and Public Works
Responsible for security of facility. Duties include selection and installation of mechanical, electronic, and radio controlled devices. Establishes procedures for dealing with trespassers, and responses to emergency situations.
Responsible for communications and scheduling with utilities to ensure reliable quality products from utilities, and, during planned outages, minimal adverse effects
May be called upon day or night during the week and weekends, to respond to emergency and critical problems and security breaches
During impending disasters, responsible for evacuation of facility, & implementation of measures to minimize damage, including the installation of storm shutters & operation of back-up generator.
In response to impending storms, must shut down the seawater system and be the first to return to the facility following an 'all clear' to restore the systems.
Serve as the response person if there is a total loss of power to the facility caused by the failure of one of the primary electric conductors to the facility.
Provide immediate damage control to interruptions of water to the facility and make provisions so that interruptions will not lead to further major problems, ie: fouled, and/or damaged water demanding devices.
Responsible for proper monitoring, servicing, and repair of acid sewage buffering equipment and the seawater flushing Injection well.
Responsible for maintaining a minimum of 200gpm flow of high quality seawater which include pump and pipeline maintenance and repair, including under water work on intake pipes, using snorkel and or scuba. On call 24/7 for problems.
Responsible for the operation, maintenance, and safety of the laboratory boat, which is used for seawater pipeline repair, collection of samples, and specimens, and transport of personnel to offshore sites for field work.
Prepares cost estimates and requisitions for authorized supplies, tools and materials and stocks replacement parts.
Provides assistance to faculty & students in designing laboratory & seawater system design to perform research.
Design and implementation of procedures to comply with Hazardous-Materials requirements for handling and storage.
Handling new requirements for compliance with regulatory agencies (e.g.: waste-water disposal, seawater disposal).
Interacting and accommodating new emergency-services regulations (i.e., fire department and police)
Serve as Kewalo Marine Laboratory’s facilities expert for liaison with architects and engineers for new laboratory planning and design.
Design and implementation of building-security system. Maintenance of security-alarm system and liaison with alarm company.

Minimum Qualifications
Possession of a baccalaureate degree in a STEM (Science, Technology, Engineeering & Math) discipline or related field and 3 year(s) of progressively responsible professional experience with responsibilities for marine research laboratory facilities management; or equivalent education/training or experience.
Considerable working knowledge of principles, practices and techniques in the marine research laboratory facilities management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with marine research laboratory facilities management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualifications
Journey man, master crafts man level of expertise in wide range of technical trades.
Proven record of safety awareness and protocols in a marine research laboratory setting.
Certified technician for handling refrigerants. Certified First aider. Certified CPR. Certified Open water diver. Certified small craft operator by CoastGuard Auxilliary.
