COASTAL ENVIRONMENTAL QUALITY PROGRAM COORDINATOR

Position Description: Major Responsibilities
The Coastal Environmental Quality (CEQ) Program Coordinator will provide program management for the S.C. Stormwater Pond Research Management Collaborative, coordinate the Consortium’s water quality research and outreach programs, and work with key stormwater pond constituencies to both understand their information needs and extend to them relevant science-based information. The CEQ Program Coordinator will contribute research motivated by community needs and provide hands-on operational and technical support for Collaborative partners. (S)he will solicit funding as needed to support projects through the development and funding of grant proposals. The CEQ Program Coordinator will be an employee of the S.C. Sea Grant Consortium. Plans of work for this position will be based on and consistent with the strategic plans of the S.C. Sea Grant Consortium with guidance provided by the NOAA National Sea Grant College Program, the State of South Carolina, and target stakeholder and constituent groups.

The Consortium’s CEQ Program Coordinator will:

1. Coordinate and conduct daily management activities of the S.C. Stormwater Pond Research and Management Collaborative.

Serve as program coordinator for the Collaborative, including the development of the stormwater pond state-of-knowledge analysis and synthesis.

Serve as Consortium’s outreach coordinator on stormwater ponds in partnership with the S.C. Coastal Information Network (http://www.sccoastalinfo.org/ ) and other institutions and persons. providing stormwater pond in-reach and outreach in South Carolina.

Oversee activities supported through the Collaborative.

Prepare regular updates, other reports and outreach materials on the activities of the Collaborative.

Work with the Consortium and members of the Collaborative on the development, implementation (including funding), and management of a large-scale, multi-dimensional research, outreach, and management program focused specifically on stormwater ponds in South Carolina and the southeast region.

2. Work with Consortium staff and research faculty at Consortium member institutions to design and conduct interdisciplinary applied environmental quality research and extension projects for a variety of S.C. coastal constituencies, including local governments, local and state agencies, businesses, community organizations, non-governmental organizations, and individuals; provide leadership at local,regional, and national levels.

3. Participate in the development of grant proposals with Consortium leadership and staff and others to secure funding for user-based applied stormwater and water quality research and extension projects.

4. Give formal and informal presentations on Consortium and Stormwater Pond Collaborative activities at state, regional, and national conferences and workshops.

5. Extend coastal environmental quality information through products and publications, including professional and trade publications.

6. Prepare performance-based program objectives, benchmarks, metrics, program evaluations, and other programmatic reports as required by the Consortium and other funding organizations.

Required Qualifications

Specialized graduate degree in a marine- or coastal-related science, engineering, geosciences, or related technical field; Ph.D. or P.E. preferred.

Minimum of five years experience in coastal environmental quality research and technical outreach/extension training.

Demonstrated ability in program and project management, working with technical, academic, agency, private sector, and NGO representatives.

Experience in developing multi-dimensional programs and managing project teams.

Demonstrated ability to build partnerships and communicate, collaborate, and work effectively with diverse groups of internal and external stakeholders.

Proven record of success in securing extramural funding.

Knowledge of water quality issues and trends, especially related to stormwater management.

Ability to interpret scientific research for non-technical audiences.

High level of analytical, organizational, and planning skills.

Ability to work independently and as a part of a team.

Effective oral and written communication skills.

Fluency in computer and communications technology.

Position Type
Regular, full-time state FTE position. Position is contingent upon continued state and federal funding and on successful performance of duties. Salary commensurate with experience. The finalist for this position must successfully complete an e-verify and driver’s license background check.

Work Location and Hours
This position is based in Charleston, South Carolina. Normal Consortium business hours are Monday through Friday 8:30 am to 5:00 pm. However, work beyond regular business hours, including evenings and weekends, may be necessary in order to complete the requirements of the position. Travel throughout the state and region is necessary; a valid driver’s license is required.
